House Democracy Assistance Commission

The American Council of Young
Political Leaders (ACYPL) is pleased to have partnered with the House
Democracy Assistance Commission (HDAC) of the U.S. House of
Representatives to strengthen democratic legislative
institutions in select emerging democracies. The program
provides parliamentarians with technical expertise to enhance
accountability, transparency, legislative independence, access
to information, and government oversight in their respective
parliaments.
HDAC achieves this goal by bringing parliamentary delegations to
the United States for short study tours.
Members of Parliament travel first to Washington, DC where they
learn about the operation of the U.S. Congress through in depth
workshops with Members of Congress, their staff and officials
from congressional support agencies such as the Congressional
Research Service (CRS), the Congressional Budget Office (CBO)
and the Government Accountability Office (GAO) as well as
nongovernmental organizations like the National Democratic
Institute for International Affairs (NDI) and the International
Republican Institute (IRI). They then travel to a congressional
district to learn about the workings of a district office and
how a member interacts with his or her constituents.
ACYPL handled all
of the logistical arrangements for and provided an
escort to accompany the following delegations:
